    The bill itself doesn't seem particularly egregious, it's mostly minor updates to 17 USC/copyright law.

    As far as the penalties, they're more or less in line with other sentences. Crimes involving money typically carry sentences much harsher than other crimes. Whether or not that's right is another thing...
