Its not fishy Kai, they are probably using a lot of existing simulator software to start out with, then they have the fact that all of the technicians that would be writing it are already on the payroll (and, for the computer industry, and dirt cheap rates) plus they are getting a monumental defense spending increase, so the minute cost of this game will be absorbed without being noticed. Remember, this is the government, not the games industry.

U.S. Army Enters Game Market [5/22/2002 7:20:00 PM ET]
The U.S. Army today announced plans to enter the PC game arena, with a game entitled America’s Army.
The game will actually contain two games in one, with a role-playing portion (Soldiers) as well as a first-person action game (Operations).
The U.S. Army and a team of Department of Defense experts developed America’s Army. It is powered by a version of Epic Games’ Unreal Engine.
In another twist, the game will be distributed for free, requests can be filled out at www.americasarmy.com and www.goarmy.com. The game will also be distributed through the Internet and on the cover of computer game magazines. America’s Army is rated “T” (Teen) and will begin being distributed this summer.

You'll probably have to sit through a five minute army commercial just to play the game. It's all part of the government's plan to brainwash America's youth. I'm still pissed at them for being one of the pioneers of before-movie commercials at theatres.
