  2. That looks like someone typing in one font, and changing it to a different font that doesn't support the same characters at the same values...

    It's just random characters from the upper (8-bit) portion of the ASCII character set. The original intent of them was to be able to draw lines, boxes, menus, and such for text-mode user interfaces (think DOS era stuff, your computer's CMOS setup screens, things like that).

    It doesn't have any meaning that I'm aware of...
